
For decades, a stretch of the Someș River in Cluj-Napoca remained hidden behind the buildings and infrastructure of the Carbochim industrial platform. As the city expanded around it, the riverfront became increasingly disconnected from public life.
RIVUS, a mixed-use development taking shape on the former factory site, will introduce new public spaces, cultural venues, offices, retail, and leisure facilities across more than 14ha of land close to the city centre. Developed by IULIUS, a Romanian real estate developer, and Atterbury Europe, a European property investment and development company, RIVUS is Romania’s largest urban regeneration project.
Designed by Dutch architecture practice UNStudio in collaboration with Felixx Landscape Architects and Planners, the scheme seeks to reopen the riverfront while introducing new uses to a site long associated with Cluj-Napoca’s industrial history.

From Meadowland Garden to Carbochim
Long before it became an industrial hub, the area was known as Meadowland Garden. The area’s industrial history began in 1949 with the establishment of Carbochim, which later became Romania’s largest manufacturer of professional abrasives.
During the second half of the 20th century, industrial expansion reshaped the area. As Cluj-Napoca continued to grow, the factory site became increasingly surrounded by urban development, even as large sections of the riverfront remained inaccessible.
In 2020, IULIUS acquired a majority stake in Carbochim. The factory was subsequently upgraded and relocated to a modern industrial area through a €7m investment, allowing manufacturing operations to continue while freeing the original site for redevelopment.
Parts of the former industrial complex will remain. Two existing buildings are being retained and adapted for new uses. The former administrative building is set to become a coworking and entrepreneurship hub, while the arcade hall will be converted into a cultural venue and live arts centre.

Reopening the Someș River to the city
The reopening of the riverfront is one of the most significant elements of the redevelopment.
Plans include a new park covering more than 52,000m² (559,723ft²), together with riverside walkways, public terraces, cycle routes, and gathering spaces along the water. More than 700 trees and 100,000 plants are planned throughout the site.
The new park will sit between Armătura Park and Feroviarilor Park, extending the network of green spaces along this part of the city.
Access and connectivity are also key elements of the scheme. The mobility programme includes a new road bridge across the Someș, two pedestrian bridges, upgrades to surrounding streets, new roundabouts, and approximately 3.2km of cycle infrastructure. Investment in mobility and infrastructure totals €66m.

A district built around more than retail
Retail forms a major component of RIVUS, but it is only one part of the programme.
The development will provide 165,000m² of leasable space, including more than 400 stores, over 30 restaurants and coffee shops, office accommodation, and spaces for local businesses and entrepreneurs.
Cultural and entertainment uses feature prominently throughout the scheme. Plans include an auditorium, a live arts centre, family entertainment facilities, cinema offerings, and public event spaces integrated into the wider district.
Several of these uses will be housed within preserved industrial buildings that once formed part of the factory complex.

The wider development will comprise 432,500m² of built area and is targeting LEED Platinum and EDGE Advanced certifications, alongside compliance with Romanian near-zero energy building standards. Green roofs, planted façades, and rainwater management systems are also included within the plans.
Construction is underway on the former factory site. The completed development will provide new public access to the Someș alongside offices, cultural venues, retail space, and more than 52,000m² of parkland.

Licht as lighting design consultant; DezignTechnic as wayfinding consultant; Architect Service as local architect of record; MIC-Hub as traffic consultant; and Blue Projects as cost and quantity surveying (CQS) consultant.
