
Far East Organization, a Singapore-based property developer, has unveiled The Serra Residences, a 28-storey freehold residential development in Novena.
The project will comprise 133 homes on a 51,396ft2 site at 7 Bassein Road in District 11, with apartments beginning from Level 4.
Guide prices start from S$3,120 per sq ft. A 710ft2 two-bedroom unit with a study starts from S$2.22m. The development is expected to obtain its Temporary Occupation Permit in Q4 2030, with vacant possession expected by September 2031.
133 homes planned on freehold Novena site
The site brings together the former Pastoral View and a neighbouring plot. Far East Organization said the combined land allowed it to accommodate 133 homes while retaining space for larger shared facilities.
Levels 4 to 16 will contain two-bedroom with study, three-bedroom and four-bedroom units. Levels 18 to 28 will form The Summit, comprising larger four- and five-bedroom residences and two penthouses.
Private lift access will be available for 22 homes.
Far East Organization said new freehold supply in the immediate area remains limited. The developer said it has identified no other upcoming freehold launch nearby, while residential sites released through Singapore’s Government Land Sales programme are offered on 99-year leases.
The Serra Residences is Novena’s first freehold development under Singapore’s harmonised Gross Floor Area framework.
P&T designs tower around slope and solar exposure
P&T Consultants, an architecture and engineering practice, designed the tower in response to the natural slope of the Bassein Road site.
The façade uses vertical elements and stepped forms, with stone and timber materials. The building is oriented to reduce exposure to the east-west sun, with views towards the city skyline to the south and greenery to the north.
Landscaped terraces and communal areas occupy openings within the tower, while the apartments are raised above the lower levels to separate them from the street.
A 50m lap pool will sit on Level 3 above the arrival courtyard. Other facilities will include a full-sized tennis court, gym, spa pool, function room, barbecue pavilion and spaces for children and families.
Kingsley Ng, architect and director at P&T Consultants, said the design explored how biophilic principles could be incorporated into central urban living, with green terraces and communal areas worked into the tower.
Novena projects reshape the surrounding precinct
The development is close to several projects under way across the wider Novena area.
HealthCity Novena, a 17-hectare healthcare, medical education and research precinct, is being expanded with green corridors, walking routes and healing spaces. More than 30,000 people are expected to pass through the precinct each day when it is completed.
Nearby, the 985,350ft2 site at 2 Moulmein Road, which includes 44 conservation buildings, is being redeveloped with dining, sport, wellness, arts and pet-friendly uses. It is targeted to open in Q1 2027.
Novena MRT station is around an eight-minute walk from The Serra Residences. The 21.5km North-South Corridor will add dedicated bus lanes, cycling routes and pedestrian connections between northern Singapore and the city centre.
Far East Organization opened the sales gallery at 11 Bassein Road for previews on 02 October. The official sales launch is scheduled for 16 October.
