Nakheel has awarded contracts worth over AED 3.5bn ($950m approximately) for the construction of 544 villas on Palm Jebel Ali. The contracts have been awarded to Ginco General Contracting and United Engineering Construction, with construction scheduled to commence this quarter and completion targeted for the fourth quarter of 2028.
The work is distributed across multiple fronds, , the palm-shaped branches of the island. Ginco General Contracting will deliver 354 villas across Fronds A to D, while United Engineering Construction will construct 190 villas across Fronds E and F.
Contracts span six fronds on Palm Jebel Ali

The contract awards cover development across several parts of the island rather than a single cluster.
Palm Jebel Ali spans seven islands over 13.4km, with 16 fronds and more than 90km of beachfront. The project forms part of Dubai’s ongoing urban expansion.
Villas part of wider residential rollout

The villas are part of a broader residential plan for the development. The awards follow the unveiling of the Beach and Coral Collection villas, developed in collaboration with international architects, along with Palm Central Private Residences.
These components introduce a mix of residential formats across the masterplan, with villas forming part of the initial built programme.
Retail centre and mosque included in plans
The development also includes supporting infrastructure. Plans include a 9,000m2 (96,875ft2) retail centre and a Friday mosque designed by Skidmore, Owings & Merrill (SOM, designed to accommodate up to 1,000 worshippers.
The project aligns with the Dubai 2040 Urban Master Plan and the Dubai Economic Agenda D33, which set out long-term development priorities for the emirate.
