From Rails to Labs: Liverpool City Region launches £2bn fund and £11bn investment opportunities at MIPIM 2026

Liverpool City Region has unveiled a landmark £2bn ($2.69bn) Investment Fund at MIPIM 2026, designed to accelerate economic growth, unlock major developments, and create tens of thousands of high-quality jobs across the region. The fund forms part of a wider £11bn portfolio of investment opportunities being showcased to international investors at the world’s premier real estate event in Cannes.

Catalysing growth across homes, infrastructure and industry

The Liverpool City Region Investment Fund represents the largest public-private investment ever committed to the area. It will support the delivery of up to 64,000 new homes, state-of-the-art office space, laboratories, and advanced industrial units, prioritising sectors such as advanced manufacturing, life sciences, digital technology and creative industries.

Alongside commercial and residential developments, the fund will facilitate major transport improvements, including the creation of four new rail stations and a proposed rapid transit system. These projects aim to enhance connectivity across the region, strengthen communities, and unlock previously stalled sites for regeneration.

“The Liverpool City Region has never been short of ambition, but sometimes lacked the tools to turn that ambition into reality. With this £2bn Investment Fund, we now have the firepower to unlock development, build homes and back the industries that will create the next generation of well-paid jobs.” – Steve Rotheram, Mayor

A spark for international investment

The fund has already catalysed initial investments at Sci-Tech Daresbury, with further opportunities being identified through a competitive process. By putting public funding in place first, the City Region aims to attract private and institutional capital, creating a multiplier effect across the economy.
