Belgrade Waterfront Marina brings marina living, culture and green corridors to the Sava Riverfront

Belgrade Waterfront Marina forms part of the wider Belgrade Waterfront masterplan, a long-term urban regeneration initiative along the Sava riverfront in Serbia’s capital. The broader development is being delivered in phases and includes mixed-use districts, public promenades, cultural infrastructure, and waterfront public spaces designed to reconnect the city with the river.

The Marina phase extends the existing riverfront transformation further west between Ada Bridge and the revitalised pedestrian bridge.

Belgrade Waterfront, a real estate development company delivering large-scale master-planned urban districts, is developing the project as part of its ongoing regeneration of the river corridor in Serbia’s capital.

A riverfront district built around the Sava

The masterplan is organised around the Sava River, with the waterfront acting as the central focus of the new district. Buildings, parks, and public spaces are arranged to maintain continuous access to the river, while creating a connected promenade and open landscape along the water’s edge.

At the centre of the development is a city marina with 117 moorings, located in a sheltered section of the river outside the main flow. The positioning is intended to support safe docking conditions throughout the year. The marina includes around 15,500m² of water surface and approximately 9,000m² of adjoining riverfront area, forming a new waterfront destination within Belgrade Waterfront.

Adjacent to the marina, a yacht club is planned as a social and leisure space. It includes an outdoor swimming pool facing the river, lounge areas along the waterfront, and dining spaces with views across the marina and the city.

Culture as a defining element of the district

A key part of the project is the transformation of Hall 1 into an opera house, which will act as the cultural anchor of the district. The building will host opera, theatre, and smaller performance formats within its existing structure, using a layered internal configuration that accommodates different types of productions under one roof.

Around the opera house, a new cultural area is planned, centred on a public square designed for events, performances, and everyday use. In front of Hall 1, a main avenue will be created with two traffic lanes in each direction, wide pedestrian pavements, and rows of trees providing shade and structure. An underground parking facility is planned nearby to keep the public realm focused on pedestrian movement.

Halls 2 and 3, which are protected cultural buildings, will be adapted for public uses including education, healthcare, and cultural activities. Their future design and use will be defined through a public architectural competition, to retain their historic character while integrating them into the wider district.

Promenades, parks, and continuous riverfront access

The Sava Promenada will be extended towards Ada Ciganlija, creating a continuous 4.2km walking and cycling route along the river. This extension links existing riverfront sections, including “25. maj,” into a single uninterrupted promenade.

Along the route, the river edge will include cafés, restaurants, seating areas, and landscaped green spaces. The intention is to support everyday use as well as leisure, with consistent access to the water and a more connected riverfront experience.

A major landscape feature is the Green Corridor, a linear park connecting Topčider Park with the new riverfront areas and the pedestrian bridge. This green link brings together parks and open spaces across the city, while also creating a tree-lined route that separates the waterfront district from nearby road infrastructure and provides a quieter walking environment.

New landmarks and additions to the skyline

On the New Belgrade side of the river, between the future pedestrian bridge and Gazela Bridge, the Belgrade Eye is planned as a panoramic wheel and a new city landmark. It is intended as a public attraction that strengthens the activation of both riverbanks and improves access to the waterfront.

Within Belgrade Waterfront Marina, a 120-metre mixed-use tower is planned close to the marina. Together with Kula Belgrade, it will contribute to a new skyline along this part of the river, introducing a stronger vertical presence within the wider waterfront setting.

A continuous riverside environment

Overall, Belgrade Waterfront Marina is designed as a connected riverfront district, where marina facilities, cultural spaces, parks, promenades, and new buildings function as parts of a single continuous environment. The focus is on strengthening the relationship between the city and the river, improving public access to the waterfront, and extending everyday activity along the Sava through a linked system of spaces and routes.
