A transatlantic investment group has outlined plans for a hyperscale AI data centre and innovation campus in Croatia, as a large-scale response to growing infrastructure demand linked to artificial intelligence workloads across Europe.
The development, known as Pantheon AI, is being led by Pantheon Atlas, an investment vehicle backed by US institutional investors and high-net-worth individuals. The campus is planned in Topusko and is designed to align with NVIDIA’s gigawatt-scale AI factory standards, with total investment expected to exceed €50bn ($58.5bn) as tenant deployments are phased in.
The announcement was made at the Three Seas Initiative Summit in Dubrovnik, where government representatives and energy officials were present.
Gigawatt-scale AI infrastructure planned to address European capacity constraints

The project is intended to address a gap in European data centre capacity, as demand linked to AI computing continues to increase. Existing hubs are operating with limited vacancy, while grid access and development timelines remain constrained.
Pantheon AI is planned with a total capacity of 1GW, including 800MW of usable IT load. The campus is designed to achieve availability levels above Tier IV, with four independent fibre routes connecting across major European corridors and a subsea link extending towards Milan by 2028.
The development is also expected to integrate up to 5.2GW of renewable energy into Croatia’s national grid, supported by dedicated transmission infrastructure. On-site energy generation is planned through a 500MW solar installation combined with large-scale battery storage.
Campus design details and construction timeline
The campus will be developed on a 310-acre site, with scope for expansion to 450 acres. Construction is scheduled to begin in early 2027, with full operations targeted for the first quarter of 2029.
The location, within commuting distance of Zagreb and nearby cities, is intended to support workforce availability, with projections indicating about 3,000 construction roles and approximately 1,500 permanent positions once operational.
Design and engineering responsibilities are being led by Parsec Lab, based in Zagreb, while infrastructure components such as substations and transmission systems are being developed with input from regional engineering firms. Advisory, legal and financial roles are being handled by a group of international consultants.
Delivery partners and regional support
The project combines US-based capital with European energy and engineering partners. Greenvolt International Power has signed a letter of intent to deliver the on-site solar and storage systems, while Croatian firms including Končar Group and Dalekovod Projekt are involved in electrical infrastructure and transmission design.
Local government authorities in Sisak-Moslavina County have formally recognised the project as being of regional importance and have entered into a cooperation agreement to support its development.
Through its scale, energy integration and location within EU territory, the Pantheon AI campus is considered as a large-format infrastructure project intended to serve hyperscale operators requiring European-based data storage and processing capacity.
