Azur Bali: Luxury waterfront villas in Kura Kura’s Marina District, Indonesia

Azur Bali is a collection of luxury waterfront villas planned for Kura Kura Bali’s Marina District on Serangan Island, Indonesia. The development comprises private homes with pools and terraces, set beside the district’s waterways.

Singapore-based architecture practice SCDA Architects has designed three villa types for the project.

The Marina District forms part of Kura Kura Bali, a 498-hectare special economic zone whose masterplan includes hotels, apartments, education facilities, a wellness resort, and a marina. Reservations for Azur Bali are now open following a traditional Ngeruwak land-opening ceremony at the site.

Villas ranging from 420-569 sq m

The Island Bungalow is the largest of Azur Bali’s villa types, providing 569 sq m of building area on plots ranging from 543 sq m to 937 sq m. It has a ground floor and two upper levels.

The plans include a master suite, a junior master suite, three further bedrooms, a study, and staff quarters. A private pool and planted outdoor areas adjoin the main living spaces.

Villa Cove has 503 sq m of building area on a 377 sq m plot. Its split-level plan contains four main bedrooms, staff accommodation, separate wet and dry kitchens, and service areas.

Villa Riviera is the smallest of the three, with 420 sq m of building area on a 324 sq m plot. Its plans show a roof terrace, and an adjoining pool. The Island Bungalow and Villa Cove will have private infinity-edge pools.

All three villa types include internal lifts. Staff rooms, kitchens, and service yards are built into their plans.

Stone and terracotta refer to Balinese architecture

SCDA’s design uses local stone and terracotta cladding, along with planted terraces, pools, and large openings connecting indoor and outdoor areas. The choice of materials reflects Bali’s architectural heritage.

The design also draws on Tri Hita Karana, the Balinese principle of harmony among people, nature, and the divine. Azur Bali links this principle to local craftsmanship, cultural programmes, and the landscape across Kura Kura Bali.

Some of the environmental work extends beyond the villas to the wider estate. Kura Kura Bali reports planting 700,000 plants and protecting 80 hectares of mangroves. It also says the number of bird species recorded on the island has risen from 10 to more than 160 over the past two decades.

A wider mixed-use district surrounds Azur Bali

The Marina District masterplan places Azur Bali near a proposed marina and promenade, Cove Pavilion, a boutique hotel, apartments, a five-star hotel, and an integrated wellness resort.

Other components planned across the district and wider development include ACS Bali, UID–Tsinghua SEA, and a mangrove research centre and reserve. A proposed jukung boat service would carry residents between destinations within Kura Kura Bali.

Azur Bali - Amenities

Azur Bali will also have shared swimming pools, a lounge, and a gym. The development is located 15 minutes from Denpasar city centre and 20 minutes from the airport. Sanur, Jimbaran, Seminyak, Nusa Dua, and other destinations are about 30 minutes away.

Project team and special economic zone

SCDA Architects, led by founding principal Soo K. Chan, is responsible for the architectural design. The Singapore-based practice also has offices in Shanghai and New York.

The wider Kura Kura Bali is being developed by PT Bali Turtle Island Development. Indonesian property-services company Leads Property Services Indonesia has announced its appointment as property-management consultant for the residences. Kura Kura Bali was designated a special economic zone under Indonesian Government Regulation No. 23 of 2023. The villas are available to foreign buyers as well and eligible purchases qualify for an exemption from Indonesia’s 20% luxury-goods sales tax.
