The Spine: a 165-tower ‘cognitive city’ planned in Egypt’s new capital

A large-scale development introduced in Egypt’s New Administrative Capital combines real estate, infrastructure and investment within a single framework. Known as ‘The Spine’, the scheme is being developed by Talaat Moustafa Group and was presented by Hisham Talaat Moustafa, the CEO of Talaat Moustafa Group (TMG), at a press conference attended by Prime Minister Mostafa Madbouly. The project combines residential, commercial and hospitality uses with a Special Investment Zone and integrated infrastructure designed to support business activity.

The developer describes the scheme as a ‘cognitive city’, referring to the use of artificial intelligence (AI) across its systems. The project integrates digital infrastructure, services and urban functions to support business and daily life.

The Spine is among the largest privately led developments in the region, with total investments exceeding EGP 1.4 trillion ($27.06bn) and paid-up capital of EGP69bn ($1.33bn), supported through a partnership with the National Bank of Egypt. The project is expected to contribute about 1% to Egypt’s GDP, while generating tax revenues of approximately EGP818bn ($15.8bn). It is also expected to create 55,000 direct and 100,000 indirect jobs.

The masterplan includes 165 towers across residential, commercial and hospitality uses. Green spaces are planned to cover approximately 70% of the site. The development is intended to accommodate a large number of visitors each year while maintaining a mix of built and open areas.

A Special Investment Zone is included, with simplified procedures and a dedicated regulatory framework. The zone is intended to make it easier for companies to establish operations, supported by digital infrastructure and integrated services.

AI-led systems and a fully underground logistics network

The project includes digital infrastructure designed to enable business activity and manage services across the site.

One of the features outlined is a fully underground logistics network, intended to handle movement of goods and services below ground level. This separates logistics from surface-level activity, allowing commercial and public spaces to function without direct interference from servicing operations.

The development is also described as using self-learning systems that adapt over time based on patterns of use.

The project includes a partnership with Houston Methodist Hospital, with a separate facility under construction in Madinaty and scheduled to open in April 2027. It also includes insurance coverage exceeding EGP30bn ($580m).
