From mall to movement hub: Kallang Wave Mall shifts beyond retail

At Kallang Wave Mall in Singapore, a retail centre that has operated since 2014, a phased asset enhancement programme is set to begin in May 2026. The works, scheduled for completion in 2028, will reconfigure the mall’s role within The Kallang precinct by introducing new activity-led spaces, upgraded connections, and a revised tenant mix built around sport and lifestyle use.

Managed by CapitaLand Investment, the mall will remain operational throughout the upgrade period. The programme extends across both the indoor retail environment and the surrounding outdoor waterfront spaces, reflecting a broader reorganisation of how the site is used.

A retail environment restructured around activity and access

The enhancement introduces new spatial elements that prioritise movement, access, and extended use. A 24-hour through-block link corridor will improve connectivity within the precinct, particularly between Stadium MRT access points and the surrounding park connector network. Along the Stadium Park Connector, alfresco dining areas are set to be upgraded, extending the mall’s interface with outdoor circulation routes.

Visual material of the scheme indicates a shift towards more porous and pedestrian-oriented public spaces, with widened walkways, integrated seating, and shaded structures that support longer dwell times. The refreshed OCBC Square is also shown accommodating large-format digital displays, suggesting a more event-oriented frontage capable of hosting gatherings and performances.

The existing façade along OCBC Square will be refreshed, including the addition of an LED installation designed to support large-scale visual displays. These interventions are positioned alongside internal reconfiguration of tenant areas, aligning the retail environment more closely with the patterns of use associated with sport, leisure, and community activity.

Sport, wellness and community programming integrated into the built form

The redevelopment introduces a series of physical and programme-led features that embed sport and wellness within the structure of the mall. A 21-metre indoor climbing wall, incorporating real rock elements, will be reconfigured as one of the tallest of its kind in Southeast Asia. Operated by Climb Central, the facility will also include bouldering walls arranged across varied geometries, allowing for different levels of climbing difficulty and group-based instruction.

At roof level, six sheltered padel courts will form a dedicated playing environment for both casual and competitive use. Visuals suggest an enclosed court format with transparent boundaries, enabling both active play and spectator engagement within a compact footprint.

A new multi-sensory playscape will replace the existing water playground, combining wet and dry zones with large-scale installations intended for family use. Interior visualisations also indicate the introduction of open, high-volume retail zones organised around activity nodes, where sport-related experiences and merchandise are positioned within the same spatial setting.

An end-of-trip facility will be introduced to support cyclists and users of the park connector network. The facility will include bicycle parking, storage, and shower amenities, allowing the site to function as a stopping point within longer activity routes.

Tenant mix shifts towards experience-led retail and community use

The revised tenant strategy places emphasis on uses that extend beyond conventional retail transactions. Among the new additions is ReFormd Group, a local wellness operator introducing a combined gym, recovery centre and retail space. Facilities will include cold plunge and ice bath installations alongside personal training services.

A New Balance Run Hub is planned as a community-oriented retail space focused on running culture, incorporating training sessions, expert-led programmes, and event-based engagement. A performance-led retail concept by Key Power Sports, featuring XTEP alongside 2XU and Speedo, will integrate sports retail with training clinics and user programmes.

Outdoor-facing areas will also accommodate a pet-focused facility by Mutts & Mittens, combining boarding, grooming, training, and recreational amenities. The concept is intended to support regular community activities including pet-focused events and training sessions.

Alongside these uses, the mall will expand its dining offer with a mix of cafés, family-oriented restaurants, and waterfront-facing concepts. Visuals of the proposed dining areas indicate low-rise pavilions with open frontages and landscaped edges, positioned to engage directly with pedestrian movement along the park connector.

Phased implementation and facility changes during redevelopment

The enhancement programme will be delivered in phases to allow the mall to continue operating. Certain facilities within the precinct have already been closed or relocated to enable redevelopment works. Splash-N-Surf is closed to make way for the new rooftop playscape, which is scheduled to reopen in the first quarter of 2027.

The Singapore Sports Museum has also closed and is expected to reopen in the third quarter of 2027 as a revised, experience-led facility. Visitors will continue to have access to the mall’s retail and dining offerings during the construction period, with updates on tenant operations and works made available through official channels.

Through these changes, Kallang Wave Mall is being reorganised from a conventional retail layout into a site where sport, leisure, and community-oriented uses are embedded within both its spatial structure and tenant composition.
